It should be clear that terrorism and war is entirely at the discretion of the belligerent states involved, the US, UK, and the Saudi. They do like to keep their military elites busy, in case idle thoughts, and non-deployed killing machines, causes generals to turn to the easier task to overthrowing their own sets of “elite” rulers in their own country. Keeping trained killers happy and active, is done by the standard practice of national states having prolonged wars against the most poor and broken peoples and states that can be targeted. That way there is little risk of actually losing, but not one on the belligerents actually wants to “win”. There is no other long term strategic goal, which would cause terrorist states of the west to manage to bring the costs of war down to be as short term and suffering as brief as possible.

Winning would mean returning killers and killing systems machinery back to home soil, and reintegrating them into normal society, and removal of status and privilege of being “soldiers and industrialists” at war. Continued weapons industry development, production, and funding requires continued testing and using up of inventory.

Nothing is as good as testing military kill systems, as on real life. Some zone full of innocent peoples has to be designated target. Of course, the further away, “different to us” and isolated, the better.

It is good to blood the next generation of killer soldiers, otherwise left to fester in the brain-deadening trivia jobs of modern societies. Instead soldiers have all the excitement, higher pay, real war, “justified” danger money salaries, play against real life, with their high tech killer toys.

And the high tech weapons industry now has forward planning for years of production of bombs, drones, and more printed money from their governments. Everybody is happy, except for the target practice victims. For these, the true aim of the war-hunger games state is to prolong suffering elsewhere for as long as necessary, if needs be, for generations ever-more.

The recent review for the Australian Government, into “illegal killings” of elite special forces, with long tours in maintaining, the never-ending war-zone of Afghanistan, shows that no matter what outright delusions have been spun at home, their is only one set of power relations between the game players, and the real life targets. There can always be only one possible kind of results. Soldiers are killers, and everyone else are targets. Everyone else is a target, because of social networks.

The only blame for the situation is with the political leaders that started or maintain the killing fields for the industrial weapons industries of states, from which the discerning investor can make very large incomes, and give compliant politicians a good retirement job. The existence of such state weapons industries guarantees that further war-zones will be created in future.
