We humans are animals still with expression of strong territorial instincts that demand control over our behaviour, through emotions of fear. These usually unspoken and unacknowledged drivers that demand to define both individual exclusion of perceived interlopers, and group notions of whom can safely temporarily pass through our shared group spaces. When translated into economic terms they manifest as extortionate. When translated in regions of expected resource scarcity they will often demand large scale exterminations.
